Would dual The Black Knight's be viable as a 29 weapon?

26-49 damage
1.9speed & 19.7 dps
Proc: sends a bolt at the enemy causing 35-45 damage
Enchant: fiery

For how much hp people in the leveling portion of this bracket has, it seems like that would bea great amount of burst, similar to Shadowfangs w/ Fiery in the 19 bracket.

Any comments? Or is it just hands down horrible and I should go with other weapons.

Alright, thanks for the opinion.
I figured that the speed would be good for the oh; perhaps a slower mh and leave it as oh?
My initial thoughts are Torturing Poker(highest dps)/Claw of the Shadowmancer(highest front end damage) or Zealot Blade (Highest sword dps, and damage?)
